Salary
Salary Range: $120,000 to $150,000 annualized, commiserate with education, experience and qualifications.

Hours per Week
Exempt Position = 40+ hours per week.

Purpose of Position
Function - The University Controller is responsible for the overall accuracy and integrity of the University's accounting and financial records in compliance with University of Texas system, federal and State of Texas requirements and is responsible for assuring that appropriate internal controls and best business practices are implemented throughout the campus to maintain an accurate and effective accounting system and to pay the University's employees in a timely and accurate manner.

Scope - Provides direction, leadership and management of the following Financial Affairs' functions that report to the Controller: Accounting Services and financial reporting, Payroll Management Services, and Financial Information Systems (FIS).

Essential Functions
Typical:

  • Responsible for the development, review, and implementation of fiscal policies and procedures for the University's accounting processes; ensures compliance with and adherence to generally accepted accounting principles (GAAP) and the accounting requirements as published by the Governmental Accounting Standards Board (GASB) and state requirements.
  • Monitor the fiscal health of the university; immediately inform and advise the Associate Vice President of Financial Affairs (AVPFA) regarding issues that may have a negative impact on the fiduciary responsibilities of Business Affairs.
  • Prepare timely and accurate monthly financial statements and a detailed monthly fiscal year projection. Establish and communicate campus processing calendar with key deadlines. Coordinate an effective year-end closing process that results in production of a timely and accurate annual financial report by required deadlines; Oversee the annual certification and departmental sub-certification processes.
  • Direct the preparation of necessary reports as required by the UT System and other state agencies, including IPEDS, certain LAR schedules, ABEST and Binding Encumbrances. Coordinate the annual UT System audit of the Annual Financial Report. Coordinate with Internal Audit as necessary on any relevant audits.
  • Responsible for all aspects of the central accounting function, including timely reconciliations, journal entry processing and the state accounting rules, data submission and drawdown processes.
  • Responsible for the payroll function, including timely and accurate payment of employees, timely submission of all required reporting, tax oversight, and oversight of related processes and systems.
  • Direct the preparation of the Schedule of Expenditures of Federal Awards (SEFA) and coordination of the annual State Auditor's Office SEFA audit. Within the accounting function, oversee grant accounting processes under the oversight of Financial Affairs, including, among others, cash management and drawdowns, service centers, THECB research reporting and coordination with Financial Aid on federal financial aid awards.
  • Responsible for capital project accounting to ensure construction funding is appropriately allocated, tracked and accounted, and projects closed in a timely manner. Responsible for accurate and timely accounting of capital equipment assets.
  • Oversee debt management, including debt payments and forecasts. Project debt capacity working with management of Auxiliary Services, Facilities and other key areas, in accordance with UT System requirements.
  • Oversee financial analysis and projections as needed. Perform ratio analysis to examine trends and relationships between various balance sheet, income statement, and cash flow statements, and as required by the UT System in evaluating debt capacity.
  • Work closely with the Assistant Vice President of Financial Services & University Bursar and the Assistant Vice President Supply Chain to coordinate accounting activities in relation to student financial accounting, travel, vendor payments, inventory, bursar/fiscal services, cash, investments and other treasury functions.
  • Work closely with the Assistant Vice President of Budget & Financial Planning on monthly financial reporting and projection requirements, detailed year-end timeline and coordination of closing activities by AFR required deadlines, chartfield oversight and other issues as needed.
  • Affect change, demonstrate flexibility and positive leadership; develop and support a responsive service delivery model that anticipates and addresses the needs of a dynamic campus environment; provides leadership through the use of continuous process improvement. Assures best business practices are implemented in each functional area reporting to the Controller and reviews procedures and programs as necessary.
  • Responsible for all personnel matters for Controller's Office areas including hiring, coaching, motivating, training and evaluation. Evaluates service and workload levels and assure workload is assigned appropriately and substantiates requests for new positions and resources with data and outcome objectives.
  • Coordinates internal communication among and between the Controller's departments and other campus departments. Oversees departmental budgets and monthly reconciliations for all Financial Affairs offices salary cost centers, cost centers that report to the Controller and the central Financial Affairs operational and reserve budgets.
  • Through the FIS function, oversee PeopleSoft projects, implementations, system issue management, communication, testing, and reporting for all modules affecting Financial Affairs offices. Participate in OC meetings as needed. Coordinate with University Technology Solutions on major PeopleSoft projects and initiatives. Maintain policies, procedures and systems for recording financial transactions in the PeopleSoft system to preserve the integrity of financial reporting and appropriate classify expenditures.
  • Oversight of the chart of accounts including PeopleSoft system management and coordination with other offices like Budget & Financial Planning. Ownership of the Department Tree reporting structure in PeopleSoft.
  • Oversight and approval of PeopleSoft security, including reviews and approvals of all back office security roles, oversight of front office role packages and reviews of special requests for access, new roles, role changes, etc. Serves as UTSA's State Security Coordinator.
  • Maintain a content-rich website for assigned areas of responsibility. Proactively coordinates communications for any offices in the Controller's area through the Business Affairs and Financial Affairs processes.
    Periodic:
  • Prepare ad hoc reports and various pro-forma analyses as requested.
  • Coordinate training opportunities and presentations to better inform the university community about controller office activities.
  • Other duties and special projects as assigned.
    Required Qualifications
  • Bachelor's Degree from an accredited institution in Business Administration, Finance, Accounting or a related field.
  • Active Certified Public Accountant (CPA) license in any state with willingness to obtain Texas license once hired.
  • Experience with an Enterprise Resource Planning system at a large institution.
  • Seven years of directly related experience that includes management of professional accounting/financial staff, and demonstrable success in leveraging the use of technology and improving business practices.
  • High ethical values and excellent leadership skills.
  • Experience with organizing, managing, motivating, coordinating and evaluating staff in multiple units and direct major work activities and administrative operations.
  • Extensive knowledge in the principles and practice of accounting, especially GAAP and GASB and financial planning in a university environment; and knowledge of federal and state regulations related to public universities and finance.
  • Excellent interpersonal skills, analytical skills, commitment to excellence and attention to detail, and verbal & written communication skills.
  • Ability to manage multiple priorities and follow-through on commitments, and to develop and deliver succinct & meaningful financial presentations to all levels of the university using layman's terminology.
  • Proficiency with Microsoft Office applications, especially Excel.
    Preferred Qualifications
    • Master's degree from an accredited institution in Business Administration, Finance, Accounting or a related field.
    • Experience with PeopleSoft, especially the following modules: General Ledger, Treasury Management, Payroll, Time & Labor, Commitment Control, Commitment Accounting, eProcurement, Accounts Payable, Travel & Expense, Asset Management.
    • Experience as a University Controller or Assistant Controller at a public university.
    • University of Texas System experience.
      Working Conditions
      Normal office conditions. This role is a UTSA telecommuting position, and the candidate selected for this position will be required to work from home with occasional in-office visits. When on campus telecommuters travel and parking expenses are the employee's responsibility. Applicants must be adaptable and open to working in both environments.
