Senior Environmental Program Manager* LocationTX02 - Texas, San Antonio City Date Opened1/17/2019 Position ScheduleFull Time Req Code131-BRE-TX0-19 ---- Description Bristol Environmental Remediation Services, LLC is seeking a Senior Environmental Program Manager in San Antonio, TX, Wilmington, NC, Golden, AZ, Marysville, WA or Anchorage, AK. Responsible for overall success of large, complex, federal client contracts, consisting of multiple projects and locations, with related scope elements. This includes client management, technical solutions, staffing and resource requirements, schedule, and cost management/performance of all projects within the program. The Sr. Environmental Program Manager provides supervision, training, mentoring, and direction to Project Managers, and serves as the main point of contact for customer issues or concerns. The Sr. Environmental Program Manager provides management oversight of program personnel, both Bristol and subcontractors, ensuring the highest quality of task completion and deliverables in accordance with the contract. The Sr. Environmental Program Manager is responsible for developing and implementing contract management procedures, developing task order proposals, reviewing work discrepancies, supervising personnel and ensuring high levels of customer satisfaction and goals from all team members. Major Responsibilities --- Working with all Bristol business line managers to develop new business. --- Managing large, complex, Federal proposal efforts for environmental, security, disaster, infrastructure, professional services, and construction Contracts. --- Managing environmental, security, disaster, infrastructure, professional services, and/or construction program(s) with budgets exceeding $20M annually with responsibility for schedule, budget, security, and product quality. Provides vision and leadership for development of the overall program. --- Managing complex integration issues with a multi-disciplinary, diverse team, which includes both employees and Team Partners (including Mentors and Joint Venture Partners) --- Managing rapid response Task Orders while maintaining compliance with all Contract requirements and Federal Acquisition Regulations (FAR). --- Managing/leading large and diverse work groups including, but not limited to, Project Managers, Project Scientists, site Managers, Safety and Quality Staff, craft and specialty labor, specialty subcontractors, and suppliers. Ensures coordination of efforts between projects. --- Leads Task Order proposal, negotiations, award, and setup. Ensures consistency of work products and deliverables such as work plans and report. --- Assigns and commits resources as needed throughout the projects. --- Troubleshoots and problem solves as required on all projects. --- Analyses contractual and financial performance and directs activities to improve performance. --- Ensures Program compliance with Contract and Company safety, quality, project controls, procurement, and contract administration requirements. --- Manages client relationships, and serves as main point of contact for client service issues. --- Ensure operations staff comply with Bristol procedures and requirements. --- Travel as required to interface with client and project staff. Education Bachelor's Degree in Engineering, Environmental Science, Natural Science, or Physical Sciences. Experience Minimum of fifteen years of recent experience in Project Management, Program Management and Environmental Remediation for Federal Contracts. Professional registration such as P.E. or P.G. Special Requirements/Certifications --- Excellent written and oral communication skills. --- Detail oriented problem solver. --- Direct experience with and established relationships with Federal clients. --- Ability to gather and analyze data, reason logically and creatively, draw conclusions and make appropriate recommendations. --- Ability to handle multiple projects and tasks, to prioritize and organize, work well under stress in a fast-paced environment. --- Ability to be flexible and adapt to constant change. --- Ability to work flexible hours as required to meet deadlines. --- Strong interpersonal skills to assist and communicate with staff and clients. --- Strong Excel and Word skills. --- Ability to perform tasks in a safe and responsible manner. Preferred Knowledge or Skills Demonstrated DoD operations and sales experience with USAF, USAE and NAVFAC. Project Management Professional (PMP) certification. Cost Plus Fixed Fee, Unit Price, and Firm Fixed Price contracts and subcontracts.
