Job Description:

System One is currently seeking a Technology Services Portfolio & Program Lead on an 11-month contract position located in San Antonio, TX.

The Technology Services Portfolio & Program Lead will assume the overarching responsibility for supporting organizational leadership in their efforts at overseeing and managing its Technology Services portfolio of programs and projects in Enterprise Information Technology

The role is both strategic and program execution focused with strong technology enabling products and services, IT infrastructure, and program and people management skills being a must

The role will be positioned to help focus leadership efforts around the strategy, roadmap, and sets of Technology Services programs making the best possible use of all resources to deliver the maximum value and benefit from defined projects

The Technology Services Program Lead is a primary Enterprise Information Technology source and resource to the investment board, steering committee, and Senior Executive engagement team for communications and reporting the state and performance to expectations for the initiatives within the Technology Services Portfolio

Establish a program structure, governance, and engagement model for the Technology Services Portfolio and sets of programs

Ensure adherence to the appropriate governance functions relating to the program and in accordance with the enterprise guidelines, policies, and practices

Manages the planning, design and construction of multiple capital and/or O&M projects (e.g., modifications/additions to facilities and infrastructure) under supervision

Facilitates teams, including team chartering, group problem solving and/or process improvement work

Ensures the integration of sound project management principles and practices into all projects

Develops solutions to critical business issues and presents alternatives

Develops and submits business cases and/or project justifications for projects

Develop detailed project plans and ensure project scopes, team responsibilities, milestone dates, and the procurement strategy are clearly stated for all assigned projects

Stewards project to ensure project objectives regarding safety, schedule, budget, scope, code compliance, environmental compliance, and quality are met through metrics and benchmarking

Develops procurement and technical specifications for vendor and contractor services

Coordinates with procurement to solicit external materials and services as required for project deliverables, including stewarding purchase orders and contracts, paying invoices, and interfacing with Storeroom personnel

Negotiates with vendors and contractors regarding work scope changes and ensure that all contract commitments are completed on time per the scope of work and technical specifications

Plans and monitors on-going design and construction activities for contract and industry code compliance, QA/QC program compliance, schedule performance, and quality workmanship for multiple craft disciplines

Reviews and approves design documents and drawings for contract and industry code compliance, company standards and practices

Coordinates the development of conceptual and detailed designs

Effectively communicates issues and recommends strategies and tactics

Interfaces with appropriate management levels including senior management to gain necessary approvals and manage risk in accordance with corporate governance

Develops, reviews, and monitors testing procedures

Develops documentation of business processes within applicable divisions

Coordinates project teams’ activities in conjunction with field operations for quality assurance

Leadership: Champions program goals and objectives enterprise wide

Mobilizes others within and outside the program to support and enable change efforts within individual projects/programs

Inspires, motivates and guides team members

Fosters commitment, team spirit, pride and trust

Allocates team roles and accountabilities

Manages conflict swiftly toward a win-win solution

Possesses and applies a broad knowledge of Project Management methodologies, practices and procedures

Ability to handle complex assignments with minimum supervision

Manages the planning, design, and construction of multiple capital and/or O&M projects under general supervision

Recommends and leads process improvements to existing Project Management processes and procedures

Applies judgment and makes independent recommendations and/or decisions that may affect the section, department and/or division

Demonstrates proficiency in management of projects and assignments

Ability to determine a project schedule’s critical paths and amount of float

Solicits information on enterprise direction, goals and strategy to determine how the portfolio best can add value to the organization and objectives

Makes decisions and recommendations for the portfolio that are clearly linked to the organization’s strategy and financial goals, reflecting an awareness of external dynamics

Can manage the portfolio over a long-time frame and keeps the momentum going (stamina)

Is sensitive to rapidly resolving at or near program-boundary issues in a context-driven manner

Influencing Others: Communicates portfolio objectives and purpose in a persuasive manner that builds support, agreement or commitment

Takes actions that directly or indirectly influence others to create portfolio buy-in, gain trust, and motivate actions in other or win concessions without damaging relationships

Strategic Planning & Thinking: Develops program structure and plans that meet the architecture/technology needs of the organization

Applies external and internal factors to portfolio formulation and development

Considers business priorities, strategies, goals, emerging technologies, industry trends and economic viability in their portfolio approach

Building Relationships: Solicits advice, support, champion, sponsorship and commitment to portfolio success across the organization

Procures and maintains support from key stakeholders in the enterprise to deliver the portfolio value and outcomes

Builds both formal and informal professional networks, and extends these networks within, across and external to organizational boundaries

Results Orientation: Sets and delivers on challenging goals

Resolves cross-project dependency issues and problems among project and program mangers swiftly

Sets standards for the portfolio execution in terms of doing what is appropriate and correct

Endures that goals are achieved throughout the portfolio life cycle and not only at the end

Is resourceful, and take calculated risks to achieve results

Performs analysis of project data; generates reports and data

Performs other duties as assigned

Bachelor’s or Master’s preferred in information systems, Business Administration or IT related field or equivalent work experience

PMP Certification

This is a senior level position

The job holder will be expected to demonstrate all of the required competencies at a high level of proficiency

Ten or more years of experience in a personnel leadership role in the IT industry

Seven to ten years of diverse roles and increasing leadership responsibilities across major IT related projects or programs

Demonstrated experience in managing “upward” among senior leadership

Demonstrated experience in leading diverse teams

Exceptional leadership skills with the ability to develop and communicate the portfolio objectives, inspire and motivate staff, and maintain alignment to the business strategy

Possesses a high degree of political sensitivity, astuteness and the ability to effectively use the informal power structure of the organization to achieve success and clear obstacles for the portfolio

Excellent verbal and written communication skills, including the ability to explain and “sell” the portfolio goals and objectives to business as well as technical leadership

Strong business acumen, including industry, domain-specific knowledge of the enterprise and its business units

Familiar with industry trends and innovation

Strong analytical, conceptual and financial analysis skills, and familiarity with financial reporting tools

High empathetic and able to vary styles of interaction to match the needs of a variety of business and technical audiences, as well as temperaments and personalities

Effective influencing and negotiation experience and skills in an environment with high competition for resources

Excellent analytical, strategic planning and execution skills

Demonstrated ability to develop and deliver against financial and resource constraints

Familiarity with the use of reporting tools to monitor portfolio activities and analyze portfolio performance

Familiarity with one or more project/program management methodologies (such as PMI, PMBOK, PRINCE2, Agile, and SMO) and across a range of projects and programs
