Minimum Qualifications :
Five (5) years of experience working in emergency management,
public safety or human services, to include a minimum of two (2)
years of emergency planning experience and experience in project
management. Experience working with federal, state, and local
all-hazards incident management. Experience in a leadership role
during a real-world disaster response.
Preferred Qualifications :
Professional emergency management certification (Certified
Emergency Manager, Associate Emergency Manager, or state
Critical Action Items :
Develop plans, procedures, and protocols for all-hazards
incident management and incident-specific response in accordance
with the incident action planning process.
Maintain knowledge and situational awareness of current
developments in emergency management and facilitate intelligence
and information sharing across the division and/or agency as
appropriate using critical information systems.
Monitor and inform division and agency leadership of activities
or changes that could affect the likelihood of an emergency
(national and international) as well as those that could affect
response efforts and details of contract activation and/or plan
Develop division and agency emergency operations plans, standard
operating procedures and concept of operations.
Facilitate planning meetings and translate discussion into
strategies and tactics.
Support program or project data collection, analysis, and
reporting through administrative documentation (e.g., executive
summaries, quarterly reports) and productivity documentation (e.g.,
Communicate observations and recommendations for improvement to
program areas and/or initiatives.
Contribute to the sustainability of emergency management and
human services initiatives.
Plan, assign, and supervise the work of others.
Work under minimal supervision, with extensive latitude for the
use of initiative and independent judgment.
Documentation is developed and communicated that supports both
EMD and intra-agency incident response.
Documentation complies with federal, state, and local law and
Program/project goals, objectives, outputs, and outcomes are
tracked and achieved.
Project deliverables are submitted on time as proposed in
contracts and/or by Executive Director.
Coordinate with PSC to build depth with the Planning Section,
training modules and just-in-time training to support development
Other Responsibilities :
Coordinate the development of hazard and capability assessments,
response strategies, resource catalogues, and another program
Assist with the preparation of all contract reports.
Monitor and schedule annual protocol reviews with EMD leadership
to maintain up to date processes and procedures.
Manage protocol libraries within Office 365 applications and
critical information systems.
Represent the agency at federal, state, and local meetings with
emergency management community partners.
Develop and mentor staff through regular, open communication and
Review programs, contracts, and licenses for compliance with
federal, state, and local law and grant, contract, and agency
policies and standards.
Participate in service expansion planning, budget preparations
and long and short-term program development for the division.
Participate as a member of the Incident Management Team
Attend all mandated training for IMT and report for active duty

Knowledge, Skills, and Abilities :
Proficient in planning, prioritizing, organizing &
following-through on variety of tasks, projects, and reports.
Knowledge of local, state, and federal laws and regulations
relevant to program areas; and of the principles and practices of
public administration and management
Knowledge of business and management principles involved in
project management and strategic, operational, and tactical
incident action planning.
Capable of managing multiple, high-priority assignments.
Knowledge of technical, formal, and informal writing
proficiency. Understanding formatting and mastering styles within
Excellent computer skills with experience providing oversight of
development, implementation, and maintenance of narrative
composition and performance data collection.
Maximize experience using project management tools including
