Position Chief Development Officer

Description The Chief Development Officer (CDO) will lead
development of new, expanded, or recurring services through local,
state, and federal government opportunities, strategic
partnerships/alliances, or community philanthropic activities with
the goal of securing funds, grants, contracts, and community
volunteers. Primary duties include providing leadership and
oversight of the grant application and request for proposal
processes, strategic advisor to CEO, COO and Program Directors,
strategic and operational planning, opportunity research,
submission of concise, value-based proposals, and relevant
follow-up. The CDO will lead a dynamic team tasked with ensuring
Endeavors can provide quality services to communities by developing
a balanced funding mix of donor resources, volunteers, and
solicitation programs tailored to the needs of our clients.
Position Requirements ESSENTIAL JOB RESPONSIBILITIES:
Strategic visioning, budgeting, and grant/contract forecasting
Subject Matter Expert for the grant/contract application
Lead Endeavors’ volunteer programs in concert with the Community
Outreach Coordinator and Chief Human Resources Officer
Managing the process of identifying and filtering pre-RFP and
RFP and NOFA opportunities
Draft initial responses to RFPs, NOFAs and other deliverables as
assigned—work with programs to write content and coordinate
graphics for a completed proposal
Track and report on the status of all opportunities. Track and
analyze relevant news and government policy development. Track
business performance metrics, such as win/loss rates, client
penetration analysis, etc.
Maintain Endeavors Customer Relationship Management (CRM)
Primary focal point for any capital campaign efforts
Perform other job-related responsibilities as assigned
Business Development (BD)
Provide business development and proposal expertise in support
of Endeavors’ programs and services
Provide oversight and research in identifying and qualifying new
business opportunities thru FEDBIZOPS, Bid Match, GovWin and
similar business opportunity sites
Maintains Endeavors presence on GSA schedule
Develop, implement, and evaluate the goals, objectives,
policies, procedures and work standards of the BD Team
Work with program staff to interpret contract and grant
solicitations and provide writing, editing, review and compliance
oversight to ensure proposals comply with vendor and agency
Establish goals for proposal requests and grant applications
necessary to meet Endeavors’ financial needs to operate
Interpret contracts and solicitations and provide writing,
editing, review and compliance oversight to ensure proposals comply
with RFP or NOFA
Work closely with the Executive Team and Leadership to
communicate pricing strategies to the BD team provide support for
Prime and Subcontractor team pricing
Leads the BD Team in Task Order Proposal Response pricing
Provide accurate reports through the detailed analysis of
Interpret complex information and serve as the Subject Matter
Expert for government contracts
Provide leadership, direction and oversight to BD Team to ensure
Endeavor’s objectives are met in accordance with Endeavors core
Develop, teach and assign tasks for training and education
programs to enhance the capabilities of the BD Team in their
efforts to respond effectively to vendor’s contract
Help to set objectives for the BD Team and position team members
to achieve mission

Demonstrate exceptional customer service, in everything you do,

EDUCATION: Bachelor’s degree in Business Administration,
Marketing, Nonprofit Management or equivalent experience. MBA or
EXPERIENCE: Requires two years of experience in technical
writing and a proven track record in securing program-related
contracts and grants. Experience using FEDBIZOPS, Bid Match, GovWin
and similar business opportunity sites required. Must have
excellent communication skills, both oral and written; exceptional
grammar, well rounded vocabulary and articulate speech. Strong
research skills. Proficient in MS Office applications & internet
LICENSES: Driver's License with clear record.
VEHICLE: Must have daily use of a vehicle without prior
OTHER: Must be available and willing to travel to various
locations and with such frequency as the business need dictates.
Must be available and willing to work nights, weekends and holidays
as required to meet business needs. Must not pose a direct threat
or significant risk of substantial harm to the safety or health of
himself/herself or others.
Understanding of the government contracting arena and federal,
state, county, city and philanthropic grant requirements. Proven,
measurable, and successful experience into the largest US Federal,
State, local and Civilian Agencies. Established network of
government contacts at Federal, State, and Local agencies.
Understanding of the FARs, government contracting process, and
contract vehicles (GSA, GWACs, BPAs, etc.) and NOFA processes.
Proven, measurable, and successful experience in growing revenue
within an existing account.
Ability to develop and manage a high volume of opportunities.
Must be team-oriented, motivated, dedicated and a self-starter and
requires minimum supervision. Strong leadership, analytical,
negotiation and creative problem-solving skills. Must have a
verifiable history of meeting or exceeding revenue targets.
Verifiable track record of winning work at both the task order,
contract and grant levels. Strong employment tenure in Business
Development/grant and request for positions. Ability to work both
independently and in a team-oriented, collaborative environment.
High-level analytical and problem-solving skills and
strategic-thinking capacity. Strong communication and interpersonal
skills. Ability to effectively prioritize and execute tasks.
