Disability Rights Texas (DRTx) is the federally designated legal protection and advocacy organization for persons with disabilities in Texas to protect and advocate for the rights of people with disabilities. We are excited to announce that DRTx was selected to receive some new temporary, time-limited funding from ACL to establish a few new Intake Specialist roles with a focus on Vaccination Navigation. The funding for these roles will end on September 30, 2022. People with disabilities desperately need help scheduling and receiving the vaccine and while these positions can be located statewide, primarily the greatest need will be in places where focus can be given to underserved populations.

The Intake Specialist with focus on Vaccination Accessibility (hereinafter Navigator) provides information and short term case assistance to individuals with disabilities seeking assistance with getting a COVID-19 vaccination. As such, the Navigator is responsible for collecting all essential and required information from the individual, and providing timely and proper information and referral when appropriate. Through an interactive process, the Navigator conducts interviews, typically by telephone, and also responds to in-person, online, email, text and mail-in requests for services. The Navigator accurately gathers all necessary information from the applicant and enters the information into our database. The Navigator assists individuals with disabilities in overcoming information, technological, physical, medical, psychological and geographical barriers that prevent them from being vaccinated. To overcome these barriers, the Navigator: 1) informs individuals with disabilities as to where the COVID-19 vaccine is available; 2) assists with making accommodation requests; 3) assists with scheduling vaccination appointments; 4) assists with arranging for transportation to and from vaccination appointments; 5) assists with making arrangements for support persons to accompany persons with disabilities to and from vaccination appointments; and 6) provides timely reminders of vaccination appointments. Additionally, under the direction of the Supervising Attorney, the Navigator provides legal advice and performs short-term case work as instructed. The Navigator will also work with the Disability Rights Texas Outreach Manager to: 1) identify individuals with disabilities who are unable to independently travel to a vaccination site; 2) provide education to individuals with disabilities about the importance of receiving a vaccination; 3) coordinate with Aging and Disability Resource Centers, State Councils on Developmental Disabilities; University Centers for Excellence in Developmental Disabilities; and Centers for Independent Living Offices to maximize vaccination participation; and 4) engage with other community partners to work towards supporting the needs of clients and stakeholders in the disability community.

Essential Functions

  • Communicate with callers and visitors in a challenging environment regarding rights violations and other issues during set shift hours.
  • Manages difficult conversations in a calm, professional and courteous manner.
  • Properly assess information provided by applicants and subsequently provides appropriate and accurate information, materials, or referrals.
  • Identify, understand, and be able to clearly communicate applicant eligibility, case priority, funding source and level of services.
  • Follow and implement the organization's client services policies and procedures regarding client interviews, case records, and case documentation.
  • Clearly communicate relevant information to clients, fellow staff members, other stakeholders and necessary parties.
  • Resolve client concerns, identify accessibility issues, and identify possible solutions to complex case scenarios.
  • Follow up with select clients on regular basis to capture outcomes and alternative options where needed.
  • Be thorough, timely, and accurate in all work with clear and effective oral/written communications, capturing and documenting / data entry of all pertinent information.
  • Provide appropriate information, materials, referral, and short-term case level services to all contacts that are not provided long-term case level services
  • Conceptualize and develop initial and ongoing case strategy for short term cases within the parameters set by the attorney.
  • Develop and maintain a short term caseload within the level set by the supervising attorney. Assist clients through the process of case advocacy and negotiations.
  • Accurately and timely completes required letters, documentation and correspondence.
  • Continually educate oneself in order to increase disability related knowledge and to keep abreast of changing regulations, policies, laws and similar issues affecting clients and the work of this position.
  • Appropriately utilize case management software(s), prioritize tasks as needed and multi-task numerous responsibilities in a timely manner.
  • Establish personal credibility throughout the organization, with clients, and other parties of interest.
  • Apply the principles of the organization's vision and values in all work-related business and interactions.
  • Perform other duties as requested or required.

    Required Qualifications
    • Bachelor's degree in Social Work, Education, Psychology, Rehabilitation Counseling, Disability Studies, Social Service or other related field of study plus two (2) years' previous related experience with demonstrated success working with persons with disabilities, OR four (4) years' experience working with persons with disabilities, OR being an individual with a disability as defined by the Americans with Disabilities Act.
    • Ability to work well independently and in isolated conditions but also with others in a team environment
    • Ability to work remotely or from home.
    • Ability to communicate effectively in person and by phone with callers and visitors.
    • Ability to enter complete, thorough, accurate data under deadline pressure.
    • Knowledge of disability issues and current events relating to persons with disabilities.
    • Willingness to take direction and ability to independently follow through on all instructions in an accurate and timely fashion
    • Demonstrated ability to manage individual workloads so that services are delivered timeline and appropriately.
    • Knowledge and skills to appropriately analyze information, provide logical solutions and implement case and problem solving strategies.
    • Ability to multitask, prioritize conflicting assignments, and work under challenging conditions while meeting required deadlines.
    • Initiative in following up on a case timely to get the best possible outcome.
    • Ability to follow complex directions, conduct research and apply it effectively
    • Strong and effective writing, verbal, and negotiating communications skills including the ability to do so in a concise manner, even when doing so regarding complex issues to a variety of people.
    • Excellent interpersonal, relationship-building and collaboration skills to be able to work effectively with others inside and outside of the organization; relationship builder with the flexibility and finesse to "manage by influence".
    • Excellent detail-orientation, follow-up skills and organizational skills.
    • Functional knowledge of Microsoft Outlook and Word.
    • High level of commitment to service excellence plus High degrees of integrity, ethics and judgment.
    • Experience working with computer and web-based information systems and telephone systems.

      Preferred Qualifications
      • Bilingual in English/Spanish, both written and oral
      • Bilingual in American Sign Language.
      • Prior experience in an intake / call center environment.

        DRTx has a Union and the starting salary for this position is governed by the terms in our Collective Bargaining Agreement, and is based on prior relevant work experience plus education. The general range for this position is $37,995 (no experience) to $62,799 (up to 49 years experience).
