Summary About the Position: This position is with the U.S. Army
Medical Command Health Care Acquisition Activity Great Plains
Regional Contracting Office, located at Fort Sam Houston, Texas. In
this position you will serve as a Supervisory Contract Specialist
in the Medical Readiness Contracting Office - West (MRCO-W), one of
four regional contracting offices, and one contracting center under
US Army Medical Command (MEDCOM), US ARMY Health Contracting
Activity (USAHCA). Responsibilities Serve as a Contracting Officer
and will be required to have unlimited warrant authority for
government contracts and procurement of health care providers.
Responsible for variety of regional and/or DoD medical contracting
actions such as medical related service and medical
equipment/supplies to include facility maintenance and
environmental service contracts. Supervise employees and manage
assignments; review/evaluate work; establish/track metrics while
fostering teamwork in the organization. Approve work schedules and
leave requests; review resumes, interview candidates and make
selections; review and certify position descriptions; develop,
execute and approve training and training requests. Responsible to
interface with regional staff to ensure office is providing quality
contractual support. This position may assume role as office deputy

document. Basic Requirement for Supervisory Contract Specialist:
Degree: Bachelor's degree (or higher degree) from an accredited
educational institution authorized to grant baccalaureate degrees.
OR Exemption: You are exempt from the education requirements above
if (A) you are a current civilian employee in DoD who occupied
GS-1102 positions or contracting positions with authority to award
or administer contracts above the simplified acquisition threshold
in an Executive Department on or before September 30, 2000; OR (B)
you are a current military member who occupied a similar
occupational specialty to the GS (or equivalent)-1102 on or before
September 30, 2000. In addition to meeting the basic requirement
above, to qualify for this position you must also meet the
qualification requirements listed below: Specialized Experience:
One year of specialized experience which includes experience in
planning and implementing contract policies and procedures;
determine methods of procurement and acquisition strategies in
compliance with the law, regulations and policies. Experience in
awarding variety of regional and/or DOD medical contract actions
which includes pre-award/ post award; issuing Request for
Proposals, conducting negotiations, conducting technical
evaluations, soliciting contract awards and perform contract
administration functions. This definition of specialized experience
is typical of work performed at the next lower grade/level position
in the federal service (NH-03). Some federal jobs allow you to
substitute your education for the required experience in order to
qualify. For this job, you must meet the qualification requirement
using experience alone--no substitution of education for experience
is permitted. You will be evaluated on the basis of your level of
competency in the following areas: Contract Award

Additional Information Relocation Incentive may be offered. Male
applicants born after December 31, 1959, must complete a
Pre-Employment Certification Statement for Selective Service
Registration. Must meet Defense Acquisition Workforce Act (DAWIA)
requirements applicable to the duties of the position. Must be able
to obtain and maintain LEVEL III Certification in Acquisition
Career Field CONTRACTING or equivalent within 24 months of entrance
on duty. Must be able to meet the pre-requisites to obtain and
maintain a Contracting Officer Warrant (i.e. Bachelor's Degree,
DAWIA Level III Certification or equivalent, Pass a Warrant Officer
Exam and Warrant Board successfully in a manner which will afford
an unlimited warrant). You will be required to provide proof of
U.S. Citizenship. One year supervisory probation may be required if
not previously completed. One year trial/probationary period may be
required. Direct deposit of pay is required. This position requires
you to submit a Public Financial Disclosure Report (OGE 278) or a
Confidential Financial Disclosure Report (OGE450) upon entry, and
annually thereafter. Selection is subject to restrictions resulting
from Department of Defense referral system for displaced employees.

Local Market Supplement. Payment of Permanent Change of Station
(PCS) costs is not authorized, based on a determination that a PCS

be expected to temporarily telework, even if your home is located
outside the local commuting area. Once employees are permitted to
return to the office, you will be expected to report to the duty
