Job Description:
Who We Are:The Small Business Group in the Purchasing Department
is responsible for promoting Socioeconomic Programs (often referred
to as Supplier Diversity), assisting purchasing personnel, contract
compliance reporting, and interacting with Federal
agencies.Objectives of this Role:Specialist/Senior Specialist
position to support implementing Purchasing Small Business (SB)
Diversity Goals for SwRI to further SwRIs' supplier diversity
initiatives.Provide guidance on Compliance and Small Business
regulation and how it affects Purchasing daily transactions.Help
plan, conduct and promote Outreach events with related associations
and organizations.Collaborate with purchasing buyers on applicable
solicitations to ensure adequate involvement of Small
Businesses.Support requirements and processes to monitor and
measure against goals.Monitor lower-tier subcontract reporting
process, to include coordination with purchasing and tracking
subcontractor submittals and performance.Assist with Defense
Contract Management Agency (DCMA) and Small Business Administration
(SBA) Small Business Program auditsComplete the reporting process
for reports required by client contracts (e.g., Federal Funding
Accountability and Transparency Act (FFATA), compiling, approving
and filing ISRs, SF294s and SSRs for small business
reporting.Develop and conduct training for internal employees and
departments.Monitor updates to and comply with all laws, rules, and
regulations.Review Small Business (SB) Subcontracting Plans, and
review and advise on Small Business Participation Plans for
proposal efforts.Daily and Monthly Responsibilities:Develops
working knowledge of SBs, their capabilities and other relevant
information.Assists in monitoring subcontracting performance to
achieve overall subcontracting plan goals.Assists in providing
training on reporting, subcontracting plans, SB resources, tools
and processesCollaborate with business development and proposal
teams to support proposal efforts including helping identify
companies in various small business categories; help create, write,
and modify Small Business Subcontracting Plans and Participation
Plans in deadline-driven environment.Run, extract, and analyze
subcontract data and reports to assist various departments.Provides
assistance with proposal development, including writing, editing,
and reviewing small business participation plans.Assists in
monitoring subcontracting performance to achieve goals.Provide
support to Project teams in relation to client socio-economic
initiatives.Demonstrate exceptional organizational skills, work
efficiently under minimal supervision, work well as part of a team
or individually, and actively participate in a fast-paced and
challenging area.Assists with the development and monitoring of
Mentor-Prot--g-- relationships and Joint Venture
partnerships.Participates in special projects as required and
performs all other position-related duties as assigned or
requested.Requirements:Requires a Bachelors in Business or related.
Master's Degree a plus.3-10 years: Professional experience in U.S.
Federal Small Business Program, supply chain, auditing, process
improvement, training, event planning, or related experience
required. Experience with government requirements, primarily
FAR/DFARS preferred, including FAR Pt 12 & 19.3-10 years: Previous
direct experience in small business outreach and development.
Experience supporting Gov't audits. Experience with Mentor Protege
programs. Experience in planning and managing trade show events and
conferences. Experience writing Small Business Subcontracting
Plans3-10 years: Experience in purchasing, preferably with a
government contractor. Experience submitting FFATA reports, ISRs,
and SSRs in the FSRS/eSRS Government systems. Ability to work in
databases and apply search processes in finding information on
small businesses.3-10 years: Strong computer skills and excellent
working knowledge of MS Word, Excel & PPt. Outstanding
communication skills, both verbal and written. Strong attention to
detail. Exceptional organizational, prioritization, and time
management. Excellent people,marketing,communication skills.A
valid/clear driver's license is
