Job Description:
Description Responsible for the supervision of a crew involved
with potable water repairs and sanitary sewer maintenance,
construction, and inspections for the Division of Utilities
Operations. Performs job site and project planning to determine
personnel, equipment, and material needs. Also performs specialized
skilled work in the safe operation of one or more types of
motorized heavy equipment such as excavators, backhoes, loaders,
dump trucks and sewer combination units. Oversees the operation of
CCTV equipment to inspect sewer lines for defects or problem areas.
Responds to citizen inquiries and investigates complaints. Fills in
for the Operations Supervisor as needed. Minimum Qualifications Any
combination of education and experience equivalent to graduation
from high school and 3 to 5 years of experience in the operation of
motorized heavy equipment, and 1 to 2 years of supervisory
experience. Thorough knowledge of the procedures for operating,
inspecting, and maintaining assigned equipment required. Must have
thorough knowledge of traffic laws and regulations, as well as the
occupational hazards and safety precautions necessary for the safe
operation of motorized equipment, and for working in confined
spaces. Thorough knowledge of the various types of pipes and
fittings used in the construction, repairs, and maintenance of
sewer and water utilities required. Must have a valid Virginia
Class A CDL Permit at the time of application. A valid Commercial
Driver's License with tanker endorsement issued by the Commonwealth
of Virginia, or the ability to obtain such license and endorsement
within six months of employment is required. Successful completion
of VDOT Intermediate Work Zone Traffic Control, Confined Space,
Trench Safety, and 30-hour OSHA training required within six months
of employment. Must have the ability to complete the Pipeline,
Manhole, and Lateral Assessment Certification Program (PACP, MACP,
and LACP) within 2 years of employment. Supplemental Information
Drug testing and criminal background check conducted prior to
employment.Work is performed outdoors under all types of weather
conditions with exposure to the usual hazards associated with
outside maintenance and construction work such as overhead and
underground utilities, traffic, sewage, dust, and noise.This
position is considered an essential position which requires the
individual report to work during inclement weather conditions,
natural disasters, or emergency situations outside of normal
working hours, or when County offices are closed. Physical Demands
Must be physically able to operate a variety of machinery and
equipment including tractors, front end loaders, excavators,
compactors, etc., and hand tools including shovels, wrenches,
torches, etc. Must be able to lift between 60-80 pounds, and be
able to stand, bend, and stoop for a major portion of the day.For a
