Job Description:
Who We Are:The Purchasing Department is responsible for serving
the purchasing needs of SwRI Divisions and Cost Centers. They are
responsible for procureing everything from electronic components
and industrial and office supplies in General Purchasing Group to
services in Services and Subcontracts.Objectives of this
Role:Position is for Internal Purchasing Compliance Specialist.Work
with Department Management to construct structured review and
training plan/process to ensure current Government Audit
readiness.Responsible for reviewing Department Purchase Orders and
Subcontracts supporting contracts with SwRI clients to evaluate for
compliance with Federal (FAR, DFARs, 2 CFR 200, etc) regulations,
internal (SwRI and Purchasing)policies.Recommend to Department
Management and implement process improvement and continuous
improvement activities for risk minimization.Responsible for
recommending, scheduling and presenting or engaging subject matter
experts to present Department wide training in high level
Purchasing topics.Support management and resolution of identified
issues/errors through collaboration, effective communication, and
thoughtful application of resources.Perform all other duties as
assigned.Daily and Monthly Responsibilities:Position is for
Internal Compliance Specialist.Responsible for reviewing department
Purchase Orders and Subcontracts supporting contracts with SwRI
clients to evaluate for compliance with Federal (FAR, DFARs, 2 CFR
200, etc) regulations, internal (SwRI and Purchasing) policiesWork
with Department Management to construct structured review
plan/process to ensure current Government Audit readiness.Assists
in responding to Internal and External Auditors (e.g., DCAA, CPA,
etc.), develop and coordinate the delivery of timely
responsesIdentify training needs in Purchasing Department and
recommend, schedule, and present/engage other subject matter
experts to present regularly scheduled and ad hoc training on high
level Purchasing topics.Provide guidance and direction to
Purchasing Management and Purchasing personnel, on procurement
policies and regulatory compliance.Requirements:Requires a
Bachelors in Business or related discipline. Masters a plus.4 - 8
years: Experience with Government Contracts or Subcontracts
negotiation, award and administration. Advanced and current
experience with Government Requirements, primarily FAR (and agency
supplements),and 2 CFR 200 preferred .Some knowledge of Single
Audit requirements per 2CFR200 a plus4 - 8 years: Thorough
knowledge of Government audit processes, particularly those of DCAA
and DCMA. Prior experience with Contractor Purchasing System Review
(CPSR),compliance processes and internal controls. Strong knowledge
of applying compliance requirements to pre-award, award and
closeout4 - 8 years: Knowledge of application of regulatory and
audit requirements to Purchase Orders and Subcontracts. Experience
with Personal Computers, Microsoft Suite (especially Word and
Excel, Teams and OneNote), Adobe required. Prefer experience with
Deltek Costpoint.4 - 8 years: Self Starter, able to independently
plan and organize workload. Able to thrive in a team setting. Prior
experience developing and delivering training in Procurement.
Knowledge of general business practices and procedures required.
Strong communication and presentation skillsA valid/clear driver's
