Job Description:

Job Summary Under general direction, is responsible for working with business
partners within one or more business unit to align technology solutions
with business strategies. Demonstrate an in depth knowledge of a
business area in the context of the business customer's unit to identify
and communicate how IT solutions can assist. Working conditions are
primarily inside an office environment. Exercises functional supervision
over assigned staff. Essential Job Functions

  • Business Process Improvement: Participates in short- and long-term
    planning sessions with clients to improve business processes. Documents
    discussion and agreements.
  • Business Liaison: Establishes liaison relationship with business
    partners in order to identify technical solutions. Analyzes business
    workflows to address business needs.
  • Business Requirements Identification and Prioritization: Manages
    client's priorities of projects and requests. Assesses client needs
    utilizing a structured requirements process (gathering, analyzing,
    documenting, and managing changes) to prioritize immediate business
    needs and recommends options, risks and cost vs. benefits. Develops,
    writes, and communicates business requirements for the design and
    implementation of business solutions. Procures technical assistance to
    help in problem resolution.
  • Feasibility Study Analysis: With the business partner, conducts
    feasibility studies and drafts proposals for evaluation by appropriate
    users and managers. Develops and assists in the presentation of
    business cases.
  • Test Case Development: Reviews test plans and monitors the testing
    process to ensure that business results are adequately tested with
    minimal risk.
  • SLA Development: May develop Service Level Agreements (SLA) or select
    vendors for clients in accordance with IT standards and specifications
    as required.
  • Problem Resolution: Investigates, resolves and escalates problems.Monitors and analyzes metrics to ensure customer satisfaction.
  • Project Status Reporting: Promotes an understanding of IT roles,
    processes and activities to the business units. Supports and
    participates in the formal reporting of project status. Manages
    customers' expectations.
  • Supervision and Performance Evaluation: May supervise assigned staff,
    conduct staff performance reviews and guide staff in preparing career
    development and training plans.
  • Performs related duties and fulfills responsibilities as required. Job Requirements
    • Bachelor's degree from an accredited college or university.
    • Five (5) years of relevant technical and business work experience.
    • Or equivalent combination of education and experience. Knowledge, Skills, and Abilities
      • Knowledge of business operations and systems requirements processes.
      • Knowledge of business process analysis automated tools for ex: MS
        Visio, SQL.
      • Knowledge of City procurement processes, rules and procedures related
        to system and service procurement.
      • Skill in data collection, analytics, problem solving, statistics and
        reporting.
      • Ability to demonstrate proficiency in Windows based environment,
        particularly Microsoft Excel, Access, Word.
      • Ability to self identify projects and create meaningful reports while
        working independently.
      • Ability to organize and troubleshoot efficiently and effectively.
      • Ability to establish and maintain effective working relationships with
        City staff and the general public.
      • Ability to communicate clearly and effectively, both verbally and in
        writing. Work Complexity and Examples Supports one or more highly complex business processes, requiring design
        or integration of technical solutions that may cross multiple functions of the
        business. Serves as a project team member or team lead.
        • Administer complex systems analysis and design of products that
          automate business processes.
        • Partner with key stakeholders and work collaboratively with the
          management to develop training materials to positively impact customer
          and management satisfaction.
        • Work with cross functional teams as the business liaison. Attend
          meetings and work with Production Support and Infrastructure teams to
          identify, analyze and mitigate impact to the customer and business.
        • Work with Application Development and Operational teams to drive the
          design and implementation of reports.
        • Analyze the performance of installed enhancements to measure against
          projected business results.
        • Proactively suggest ways of improving system stability, availability,
          performance, and reliability.
        • Present key findings and recommendations to management in order to
          drive efficiencies and enhancements.
