Duties Summary About the Position: Defense Contract Management Agency uses the Direct Hiring Authority (DHA) to recruit and appoint exceptional individuals directly into critical need acquisition positions. The position of Contract Price/Cost Analyst is a position in the DCMA Keystone Program. Prior to appointment, all candidates will be required to sign a Keystone Conditions of Employment Agreement. A financial disclosure will be required upon completion of Keystone Program. Responsibilities * NOTE: During the Keystone Program, participants will receive specialized formal classroom training, computer-based training, and on-the-job (OJT) training. The training development program will consist of the following: * Report initially to the Contract Management Office (CMO)/Center in the duty location you were selected for at least 2 weeks. * Travel TDY (Temporary Duty Travel) for one week to attend training at the DCMA Learning Campus (DLC) in Fort Lee, VA. * Spend 6 months in the CMO/Center for on-the-job (OJT) and developmental training. * Return within the three year developmental training to the DLC, HQ or other CMO locations for assessment/various functional specific training. * You will perform duties of a developmental nature as a trainee. * You will receive assignments that are designed to orient, train, and increase your knowledge in the contracting field. * Familiarization of the organizations programs, projects, and functions; and contract price/cost analysts manuals and procedures are pertinent at this level. * Duties and responsibilities vary and may increase according to the grade level. Travel Required Occasional travel - Business travel is required 20% of the time. Supervisory status No Promotion Potential 12 Requirements Conditions of Employment * Appointment may be subject to suitability or fitness determination, as determined by a completed background investigation. * Must be able to obtain and maintain a Secret security clearance. * Must file an annual financial statement. Qualifications Who May Apply: * All U.S. Citizens and Nationals with allegiance to the United States * Interagency Career Transition Assistance Plan (ICTAP) Eligible This announcement is open to Recent Graduates: To be eligible, applicants must provide documentation of graduation with dates of completion. Recent Graduates must provide documentation that a degree was awarded by an institution of higher education not more than 2 years before date of appointment OR for Veterans, not more than four years since completion if completed a period of obligated uniformed service of more than four years. In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Applicants must meet the Department of Defense Qualification Requirements for the Contracting series (1102). Applicants must meet basic eligibility requirements such as minimum qualifications, and other regulatory requirements by the closing date of the announcement. Experience required: To qualify based on your work experience, your resume must describe at least one year of experience which prepared you to do the work in this job. You may start at the GS-05 if you have the following qualifications: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree. You may start at the GS-07 if you have the following qualifications: A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees; AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. This requirement can be obtained within the degree or in addition to the degree. AND Superior Academic Achievement; OR 1 full academic year of graduate education related to following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; OR 1 year of Specialized Experience equivalent to at least the GS-05 level. Specialized experience is defined as: Experience making comparisons of prices, discounts, delivery dates, or handling charges; And/Or experience comparing prices on reoccurring types of procurements; And/or experience assisting in preparing solicitation documents and experience drafting contract provisions. Superior Academic Achievement is obtained through: (1) Class standing - being in the upper third of the graduating class in the college, university, or major subdivision based on completed courses; (2) Grade-point average - (a) having a grade-point average of 3.0 or higher out of a possible 4.0 as recorded on the official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (b) having a grade point average of 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; or, (3) Election to membership in a national scholastic honor society. You will be evaluated on the basis of your level of competency in the following areas:

* Social Organizations (ACWA)
* Work Experience (ACWA) Education Education can be substituted for experience Applicants must meet the DoD Qualification Requirements for the Contracting series (1102). BASIC EDUCATION REQUIREMENT (Contracting Series): A bachelor's degree from an accredited educational institution authorized to grant baccalaureate degrees AND at least 24 semester hours in any combination of the following fields: accounting, business finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (This requirement can be obtained within the degree or in addition to the degree). NOTE: Current civilian personnel in DoD, who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000 are exempt from meeting this requirement. Current military members who occupied a similar occupational specialty to the GS-1102 on or before September 30, 2000 are also exempt from meeting this requirement. FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
