Job Description:
Description *Cover Letter Required* Responsible and accountable
for the administration and supervision of the Purchasing Division.
Manages and supervises staff of professional, fiscal, and
administrative support personnel; directs and provides guidance
with questions and problems; ensures staff has necessary resources
to do their jobs effectively. Personally performs professional
purchasing work. Plans, develops, and implements policies and
procedures for negotiating and entering into contracts to procure
services, including professional and construction, supplies and
equipment for County and School departments at prices and quality
standards that best benefit the County. Prepares, reviews, and
evaluates vendors' proposals to determine compliance with stated
specifications and conditions; negotiates and enters into contracts
to procure services, supplies and equipment for County and School
departments at prices and quality standards that best benefit the
County. Performs administrative work to include budget preparation
and approving leave and time records. Minimum Qualifications Any
combination of education and experience equivalent to a bachelor's
degree in business or public administration, or a related field,
and 5 to 7 years of progressively responsible experience in
governmental purchasing, with 3 years of supervisory
experience.Procurement certification from a nationally recognized
professional organization, with emphasis in public sector
purchasing preferred.Experience with Enterprise Resource Planning
and/or automated procurement software is preferred. Certification
as CPPO (Certified Public Purchasing Officer) or CPPB (Certified
Public Purchasing Buyer) from the National Institute of
Governmental Purchasing is preferred. Comprehensive knowledge of
laws pertaining to public purchasing, as well as knowledge of
accepted purchasing principles and practices required. Must have
excellent written and oral communication skills and have the
ability to develop and maintain effective working relationships.
Personal computer experience using Microsoft Office software
required. Experience using Tyler Munis financial reporting
software, and content management system (CMS) software to update
websites desired. Possession of a valid driver's license issued by
the Commonwealth of Virginia with satisfactory driving record.
Supplemental Information This position is considered an Essential
Position (County designation as ALPHA) which requires the employee
to report to work during inclement and extreme weather conditions,
often outside normally scheduled work hours, or as notified by a
supervisor. Physical Demands Must be physically able to operate a
variety of automated office machines which include a typewriter,
calculator, computer, copier, etc. There is occasional walking to
and from offices, intermittent stooping and bending at files, or
when working with excess items. Most of the work is done while
